What I can tell you for a future play through or if you load a previous save that there's an optional quest log which needs to be completed before you finish the Cyberpsycho. Unfortunately I cant give you an answer or a fix because this one is bugged if you do it in a certain way i'm afraid. Hey, I've had the exact same issue with this quest.
